YOLANDA E. GARCIA BALICKI, ESQUIRE

Ms. Garcia Balicki is an associate attorney with Helmer, Conley, & Kasselman, P. A. in the firm’s Bridgeton and Vineland offices.  She is fluent in Spanish and practices immigration law representing immigrants in pursuit of lawful permanent residence and citizenship in the United States through family petitions, consular processing, adjustment of status and removal defense in immigration court.   Ms. Garcia Balicki also represents parolees before the NJ State Parole Board in matters concerning parole revocation and parole release and handles most of the pro bono parole matters assigned to her colleagues by the court. 

Prior to joining Helmer, Conley, & Kasselman, P. A., she was employed with the NJ State Parole Board for 33 years.  Ms. Garcia Balicki began her career with the Parole Board upon graduation from college.  While working fulltime with the Parole Board she realized her dream of attending law school and upon graduation served in many positions including a Governor’s appointment as Deputy Executive Director.  As an advocate of fairness and equality she volunteered to serve as the Equal Employment Opportunity and Affirmative Action Officer and oversaw the committee responsible for providing reasonable accommodations for employees with disabilities. She served on committees charged with writing policies and procedures to ensure compliance with state and federal mandates and fairness in the workplace.  She was a strong voice for equal opportunity for women and minorities and equal pay for equal work. Because of her legal skills and her commitment to fairness Ms. Garcia Balicki was assigned the most complex hearings from parole hearings to departmental level employee disciplinary hearings.  She also assisted the Agency in matters litigated in the Office of Administrative Law as well as matters referred to the Governor’s Office of Employee Relations.

As the proud mother of three sons and as a then working, single parent Ms. Garcia Balicki also found the time to volunteer for the many curricular and extracurricular activities her children were involved in within the Vineland Public Schools District.  She served as the president of the Vineland High School Marching Band parent’s association for five years and was a member of the executive board of that organization for a total of eight years.  She was an avid supporter of the music programs in our schools and appeared before the Vineland Board of Education on several occasions to advocate for the free music programs in our schools whenever proposed budget cuts threatened the music programs. 

Ms. Garcia Balicki is a member of the American Immigration Lawyers Association, the New Jersey State Bar Association, the Cumberland County Bar Association, Immigration Section Chair of the Cumberland County Bar Association, the NJSBA Immigration Law Section,  the Rowan College of South Jersey Board of Trustees, the Rowan College of South Jersey Hispanic Advisory Board and is also 2nd Vice President of the Gloucester County NAACP, and Corresponding Secretary for the Millville Democratic Committee. 

Ms. Garcia Balicki earned her Juris Doctor degree in 1990 from Rutgers Law School-Camden and her Bachelor of Arts degree from Rutgers University in 1982.  She is admitted to the bar of New Jersey, the Third Circuit District Court, and the Federal Immigration Court.

All of us need representation. I intend to listen to all of the needs of all of the residents of LD1, and do my part to champion those causes.

I have dedicated my life's work to those in need, most recently focusing on those whose voice is rarely heard or represented. I promise to continue representing all of the people of LD1, no matter race, economic standing, or political party, with the same passion I've proven to put into all I do.
